In 2001, prior to the current instability in the economy and the energy market, the Government set mandatory targets for the NHS and other public sector bodies to reduce significantly their carbon emissions. The target for the NHS is to achieve a 15% reduction in carbon emissions by March 2010.
The challenge for the public sector is to decrease energy dependency, increase energy efficiency, reduce carbon emissions and deliver all this with significant cost savings. Increasingly, energy users are looking at Combined Heat and Power (CHP) technology to achieve this.
The installation of CHP technology is generally achieved by an outsourcing arrangement, following a PPP project structure, under which (as well as bearing the capital cost) the contractor guarantees savings against existing energy costs. Such arrangements are contractually complex and involve elements not encountered in a normal PPP or PFI project.
