Mark is a partner, he is an expert in commercial contracting requirements across all aspects of the supply chain and is a public procurement advisory specialist.

Details

Mark trained in the City, qualifying in 1994. He has been at the firm since 2010 being appointed Head of Team in 2015.

Since 1998, Mark has been a trustee on the board of three charities within the Big Life Group (incorporating Big Issue North); since 2009 he has chaired those boards.

Mark is a council member of the Manchester Law Society since 2014 and was appointed Hon Treasurer in 2018.

    • Advised NHS England on its regionalised home oxygen service re-procurement in 2019 which was finalised just before the Covid-19 pandemic lockdown took effect in the UK.
    • Advised Leeds City Council on its procurement strategy and implementation in connection with the design and construction of the First Direct Arena.
    • Advising Rochdale Borough Council in connection with the procurement strategy relating to the design and build of the Riverside Centre which opened in April 2020, just after the Covid-19 pandemic lockdown took effect in the UK.
    • Advising the Greater Manchester Combined Authority on its award of its contracts for the provision of DCMS funded Local Full Fibre Network Programme fibre network development across the Greater Manchester area.
    • Advising Liverpool City Council on its procurement strategy in connection with the design and construction of its Exhibition Centre and Pullman Hotel extension adjacent to the existing Arena and Convention Centre.
    • Advising Liverpool Heart & Chest Hospital NHS Foundation Trust on its conclusion of innovative electronic patient record system development.
    • Advising Liverpool University Hospitals NHS FT on its procurement of and award of a contract to ISS for the provision of cleaning and portering services across all sites and advising upon Covid-19 related adjustments needed to be implemented rapidly.
    • Acting for Burnley Borough Council on its outsourcing of a variety of council run services to Capita.
    • Advising upon the formation of Delta Philanthropies, a charity registered in England, but predominantly operating out in Africa, supporting education and health initiatives.
    • Acting for Liverpool Royal Philharmonic in relation to its Arts Council England funded refurbishment
    • Advising the Big Life Group (inc Big Issue in the North) on a corporate restructuring exercise
