Ros began her career in local government and has gone on to expand her practice to become a leading practitioner in administrative, regulatory and disciplinary law. Ros is also an experienced information law specialist, advising clients on all aspects of data protection and freedom of information law, disclosure and privilege.

Ros provides legal advice and support to a range of clients in the public and third sectors, specialising in disciplinary investigations and proceedings and contentious and non-contentious data protection issues. Ros regularly advises senior leaders within local government, NHS bodies and charities on complex regulatory, disciplinary and governance matters. Ros is experienced in conducting sensitive and high profile investigations, in healthcare regulatory litigation and in dealing with complex and sensitive whistleblowing and anti-harassment cases.

Ros has a Bachelor of Laws degree from the University of Birmingham, passed the Legal Practice Course with Distinction and received the Law Society award for Outstanding Performance.

  • Experience

    Ros acts for a range of public bodies, statutory regulators and third sector bodies. Her clients include the Professional Standards Authority for Health and Social Care (PSA), NHS England, the Royal Institute of British Architects (RIBA) and the Chartered Institute of Building (CIOB), as well as a range of NHS bodies and local authorities. Ros advises clients on a wide range of contentious and non-contentious matters and has acted for clients in a number of recent, leading cases in public and disciplinary law including General Medical Council -v- Jagjivan [2017] EWHC 1247 (Admin), Dr Bawa-Garba -v- General Medical Council [2018] EWCA Civ 1879 and Miller -v- Health Service Commissioner for England [2018] EWCA Civ 144. Ros acted for Sharon Shoesmith in the leading public law case of Shoesmith -v- Ofsted & Others [2011] EWCA Civ 642. Ros regularly speaks at conferences and other events about disciplinary and regulatory law.
