Ruth is a legal director in our commercial healthcare team. She is a primary care sector specialist supporting clients with their corporate and commercial business needs.

Ruth has extensive experience guiding primary care, and in particular general practice, clients through the complexities of the developing healthcare system. She uses her background as a corporate lawyer to provide her clients with commercial, pragmatic and innovative solutions to best support their business, people and patients.

Ruth works alongside her clients developing bespoke solutions for their business and patient population. She is currently working at the forefront of development in the primary care at scale agenda, developing ways of working that best protect the interests of general practice at Neighbourhood, Place and System levels.

Ruth has developed nationally recognised ‘at scale’ primary care models including the establishment of a circa 20 PCN strong primary care organisation that is now leading on the modelling and development of the Place-based provider partnership.

Ruth helped her clients to establish and deliver urgent vaccination projects during the covid-pandemic. Providing them with responsive and trusted support during this difficult time.

  • Experience

    • Supporting 16 practices with the development of a single PCN utilising the Federation as a delivery vehicle
    • Development of a General Practice Leadership Group into Place on behalf of 19 PCNs including membership from the LMC and Federation
    • Developing a cross-Place General Practice governance model to facilitate attendance at ICB
    • Developing bespoke model for delivery of primary care through a single Special Purpose Vehicle across North Cumbria
    • Establishing and continuing to supporting a Primary Care Organisation, with a membership of 19 PCNs/95 individual practices including the development of its constitution, strategic estates model and commercial contracts
    • Working with commissioners to deliver seminars at a System and Place level looking at the evolving landscape from the perspective of general practice
    • Developing early models of Local Neighbourhood Teams with a focus on the interests of general practice
    • Resolving a PCN dispute linked to the distribution of DES monies preventing the break-up of the PCN
    • Supporting numerous PCNs with incorporation, introducing our full service offering, as lead client contact, to secure them employment, real estate and regulatory support during the process
    • Successfully supporting practices through incorporation including in those areas where commissioner consent had previously been withheld
    • Guiding a practice through its first practice acquisition and continuing to support them as they acquire their sixth
