Teachers' pay award 2018/19 confirmed

Back in July we reported that the education secretary, Damian Hinds, had announced new pay rises of between 1.5 and 3.5% for teachers, together with additional funding for schools for 2018/19 and 2019/20. The latest edition of the School Teachers Pay and Conditions Document (STPCD) has been published and this confirms the new teacher pay awards, which are to be backdated to 1 September 2018.

The 2018 STPCD confirms the following pay awards:

  • A 3.5% uplift has been applied to the statutory minima and maxima of the main pay range and of the unqualified teachers’ pay range
  • A 2% uplift to the statutory minima and maxima of the upper pay range, the leading practitioner pay range and all allowances across all pay ranges
  • A 1.5% uplift to the leadership pay ranges (including head teacher groups)

Except for teachers and leaders on the minima of their respective ranges or group ranges, schools must determine – in accordance with their own pay policy – how to take account of the uplift to the national framework in making individual pay progression decisions.

The increases above will be funded by the government with a new teachers’ pay grant paid to all schools on top of their core budgets from the national funding formula. The deal will be funded by the Department for Education, rather than the Treasury, with the new teachers’ pay grant to be worth £187 million in 2018/19 and £321 million in 2019/ 20. On 14 September 2018, the Department for Education also published their teachers’ pay grant methodology, which is intended to assist schools understand and plan for the teachers’ pay grant. The methodology can be found online and further detailed guidance and information has been promised in October. In particular, the methodology confirms that the Education and Skills Funding Agency (ESFA) will pay the funding for maintained schools to local authorities, who will need to pass the funding directly on to their schools. The EFSA will pay the funding for academies directly to the academy.
